ITANAGAR: Fire incident at upper Damsite area of Naharlagun last night claimed the life of one person namely Nabam Sara. The fire broke out around 8.30 pm.
The officials of Naharlagun police station while talking to this daily confirmed the incident.

Deadline set for regularization

Speaking on the sideline of the peace rally, Nampong ZPM Khingra Nong Tikhak said that “the locals are the ultimate victims of such unfortunate incidents and it is our silence that has encouraged the continuation of such precarious incidents”.
“We can't live in fear. Such incident has to end”, he added.
This peace rally is the reflection of our suffering and pains. It is to say that we need peace and development, not bullet and oppressions. He also lamented about the security lapses in the region and requested the administration to initiate steps to secure the villages and restore the confidence of the public.
We have been hurt by the reckless attitude of our state government and both the faction of NSCN, lamented former ZPM Izmir Tikhak. Extortion and the rivalry of both the faction has restrained the dawning of developments and the security lapses have prolonged the suffering of the region.
We are protesting so that no people are killed and properties are destroyed by the stray bullets. We want extortion and violence to be replaced by peace, progress and security, he added.
The motive behind the collective protest is to avoid further collateral damages, informed one of prominent public leaders Aboo Kimsing. Such incident shouldn’t transpire in the future because ultimately the villagers are the victim, he added.
Public leader Tosam mossang, GB Longka and GB Tengpum Warainong Mossang also spoke on the occasion pleading both the security forces and the NSCN to spare the villages of physical and mental trauma.
They said that villagers are innocent most of the time as it’s the fear of the gun that coerces them to do as they are told. They highlighted that the peace rally wasn’t against anyone but just to register protest regarding the deprivation of peace and security in the region.

Tuki asks Indian Army to expand its horizons and reach rural Arunachal
ITANAGAR, Dec 22: Chief Minister Nabam Tuki today urged the Indian Army to expand
its horizons and reach to the rural people, particularly those in border areas, through
its social welfare activities in line with the Army’s in-
“Along with its plans to expand army bases and manpower in Arunachal Pradesh, the Army should also expand its people friendly activities and earn respect and confidence of the people. Tuki also expressed concerns over the poor maintenance and slow progress of roads by the BRO and urged the GOC to impress upon the Organization to expedite the progress from the Army side. He went on to suggest that if the BRO is finding it difficult to continue the work, the same can be handed over to reputed Public Sector Undertakings.
The GOC admitted the slow progress of work and assured that Army is in constant touch with the BRO through proper channels to insist speedy and quality progress of all the strategic roads. He, however, said that due to delay in environment and wildlife clearances several road projects are delayed. In response, the Chief Minister assured clearance from respective ministries but said that works should not be stalled only for the want of these.
The Chief Minister also requested for early raising of the 2nd battalion of Arunachal Scouts, which the GOC said is under process.
He also informed that while the 1st Arunachal Scouts is under 3 Corps of the Army, the 2nd battalion will be under the 4 Corp. He urged the state government to allot a suitable land, if possible in Tawang area, for raising the battalion.

Army would be more than pleased to do so, provided the state government can successfully

Tribal MPs, minister demand reservation in Delhi Government jobs
New Delhi, Dec 22: Cutting across party lines tribal Members of Parliament joined hands to demand reservation for their community in Delhi Government jobs, and urged the Union Government to undertake a speedy redressal of their problems.
The MPs and tribal officers from across India had gathered under the banner of the All India Forum of Tribal MPs (AIFSTMP) and the Forum of Tribal Officers (FOTO).
“Tribes live in far flung inaccessible areas of the country in harmony with nature, but in deprivation and poverty. We tribals face certain problem in Delhi and elsewhere,” said Takam Sanjoy, Member of Parliament and Convenor of AIFSTMP.
“The tribal community has a very prominent role in the making of this country, but still we remain isolated, less developed and have suffered economically, socially and politically,” he added. The Delhi Government has denied reservation to Scheduled Tribes in government departments or civic bodies citing a court order that says that tribes need to be notified in the state by the President for their members to be eligible.
Sanjoy urged Tribal Affairs and Panchayati Raj Minister V Kishore Chandra Deo to look into the matter so that tribals coming to Delhi from different parts of the country don’t have to suffer such discrimination.
Taking the demand of reservation a step further, Union Minister of State for Finance Namo Narain Meena said: “ Delhi belongs to all. Going as per the wishes of Jawaharlal Nehru and Indiraji, reservation should be given to tribals in Delhi Government jobs.”
He also assured that along with all tribal ministers in the Union Cabinet he would meet the Prime Minister and convince him to bring changes in the Delhi Government’s reservation policy.
Kishore Chandra Deo, who was felicitated for taking over as Tribal Affairs and Panchayati Raj Minister late on Tuesday evening, assured that he would do his best to resolve pending tribal community problems.
He said that the two major problems faced by tribals in terms of rehabilitation were that of land mining and minerals, and assured that after the implementation of the Forest Act, the situation of community will improve and their interests would be protected.
More than 25 tribal MPs and ministers from the community gathered to felicitate Deo and to press for their rightful place in the national capital.

Due to non maintenance of the road by the department concerned, huge pits came up over the years that were inflicting great difficulties and danger for the transiting traffics.
TYA led by its president Chimjong Haidley filled all the risky ditches with boulders, sandsingles and earth as well as leveled the uneven portions.
The social service made the highway less risky and much comfortable for the commuters.
Education department need a New Year resolution

ITANAGAR, Dec 22: Students are often considered to be the future citizen of country. In order to give proper facilities to the students in recent year, central government introduced RTE Act while Arunachal government introduced its own education bill. Despite so much of hype around these bills, nothing seems to be improving at ground level.
While education minister often talks so much about education bill but he seems to have no time to visit government schools to get firsthand experience. Most of the officers from education department including commissioner, secretary, director of elementary education, director of secondary education are mostly stationed in capital Itanagar and hardly visit interior areas to inspect the condition of schools.
Just 20 kilometres away from capital complex, a government middle school at Bassarnallah is lying in dilapidated condition. The school is one of the victims of lackadaisical attitude of education department officials. Though it was established in the year 1970, the infrastructure development has not taken place.

The education department should adopt a New Year resolution to visit all government funded schools in the year 2012 to get real picture.
Army downplays intrusion ‘rumour’
ITANAGAR, Dec 22: GOC, 4 Corp Lt Gen Shakti Gurung has said that everything is normal along the borders. He said this during a meeting with the Chief Minister Nabam Tuki who expressed concern over the report of Chinese troops damaging a ‘wall’ constructed by the Indian Army in Tawang area.
Gurung said that it was not a major issue as the area is disputed with regard to Chinese claims over it. Besides, he informed, the wall was a temporary structure of loosely placed stones stacked by the Indian Army to protect themselves from harsh winds during patrolling and to prevent cattle from wandering into Chinese territory.

Governor discusses aviation scenario with Centre
ITANAGAR, Dec 22: Arunachal Pradesh Governor General (Retd) J J Singh met the Union Minister for Civil Aviation Ajit Singh at New Delhi today and discussed the overall aviation scenario in the Frontier State and aviation related projects coming up in different parts of Arunachal Pradesh.
The Governor informed the Union Minister that improving air connectivity in the State is one of the prime issues that the State Government has been taking up with Government of India time and again.
This is an important component of the Prime Minister’s package and the people of the State are eagerly looking forward to their first flight and first airport. However, there has been a considerable delay in the sanctioning of the ‘Greenfield Airport for Itanagar’ by the Ministry of Civil Aviation.
Providing the details on the progress of Greenfield Airport, the Governor requested him to take steps for early sanctioning of the project as it is a prestigious project of PM package.
The Governor also requested the Civil Aviation minister for necessary clearance for Short Take Off and Landing Aircrafts in the State Capital till the airport comes up. He suggested that the Naharlagun helipad can be extended for the purpose.
Concerned about Air passengers, the Governor stressed on regular flight to Lilabari with favorable timing so that the passengers from Arunachal Pradesh can have direct connecting flights from National Capital.

BOMDILA, Dec 22: The long standing demand for rehabilitation & resettlement by the project affected people of Bichum and Yayang seems to be bearing fruit and seeing the light of the day. The 600 MW NEEPCO project at Bichum in the district has, after years taken up the rehabilitation and resettlement of the said two villages in all earnest.
In order to personally have a look at the resettlement schemes and the other measures being taken up, the deputy commissioner Rinchin Tashi visited the resettlement sites located at a distance of 85 kms from the district headquarters Bomdila. Making a thorough inspection of the resettlement and rehabilitation of Bichum village, he expressed his satisfaction over the progress of the work. But at Yayang, he asked the HOP NEEPCO to expedite the rehabilitation and resettlement works as it was way behind the schedule. Interacting with the locals of Yayang village, DC Tashi impressed upon them the benefits of hydro projects and urged not to hamper the progress of the work, which is so vital for the development of the district and the state. With the coming of the projects, a lot has changed and the developments are there to see including employment for local youths, he said.

Replying to a memorandum submitted by ASM chairperson for early release of payment for soiling work, the Chief Engineer informed that payment would be released immediately after getting the central govt clearance.
Regarding demand for bridge over Parlo river, inspection bungalow (IB) and need for township road, he apprised that time for preparing AOP has already been lapsed. He however, assured that he will try to incorporate the demands on priority basis during next financial year.
Meanwhile, the CE directed the concern site engineers to again undertake survey work regarding feasibility of proposed approach road to township which is passing through the middle of Govt. Secondary School. He advocated for broadening of the already congested road of the township area and requested all concerned to carry out the work in greater public interest. DIPRO
No time to experiment

This is in response to Syed Ali Mujtaba's article "India grapples with slut walk" published on December 21 edition.
Dacoity do indeed takes place even if the doors are properly locked, but chances of burglary increases infinite times if the doors are kept ajar at night. Similarly women do get molested or raped even if fully clothed, but display of skin make the women much more vulnerable as it attract the attention of brutes to a significant extent.
Though it is highly unfortunate that "enlightened" women are increasingly thinking that shedding of clothes is the gateway to "modernity" and are getting "inspired" by that philistine Bollywood and fashion magazines; still it is their own democratic choice. Only women will determine what they should wear, no one else. But the fairer sex should keep it in mind that we live in a country where not rule of law, but "might is right" is the order of the day. Scores and scores of innocent women are yet to get justice despite molested or raped, leading them to the path of depression or suicide.
So, what is the need of inviting danger by sporting "bold" attire? When rule of law gets firmly established in the Indian soil forcing the lumpens to think twice before misbehaving with women, can the fairer sex try to experiment with their clothes.

Recognise the soldiers of our society

This is regarding the news item “Brave youth miss chance due to administrative goof up’ published in your esteemed daily and follow up writings by many people.
Here I would like to thank Amar Sangno for his moral support to the brave youths because I am one of such victims of bureaucracy and irresponsible attitude.
During 1998-
With the help of some ropes from GREF and under the supervision of the EAC, Kimin I descended from the nearest point which was still not less than 100 mtrs and saved two lives with serious injuries and recovered three dead bodies. That was around 9 am. I tried my best to keep them alive by giving them water dug out from beneath the sand as river was swollen and muddy. And few good Samaritans threw bread and jute sacks to protect us from sun and to lift the dead.
An hour later another person joined me in lifting the dead and injured.
At around 1 pm, Assam Rifles came with trained mountaineering personnel and with all equipments that helped us in the rescue operation. By the time we finished the operation, it was 4 pm. I sustained bruises all over my body and my clothes were soaked in blood of the dead and injured.
The matter did not finish here. What I want to share is that I almost forgot the incident as it was humanitarian service. But after a year I read in the Arunachal Times that the Assam Rifles Personnel received Prime Minister’s Gold medal at Chennai for their effort in rescue operation. After I read the news I approached the EAC as I was the one who had started the rescue effort. The answer was that, Assam Rifles are army personnel with their own system and source. But I asked him whether an untrained or tribal boy is not eligible to get Prime Minister gold medal?
Then after a year or two, to save their face they recommended my name and I was awarded Silver Medal for meritorious service on 26th January 2001 by the than Governor of Arunachal Arvind Dave.
The concern authority irresponsibly tackles emergency situation but then little deeds are highly exaggerated so that medals and recognition come their way.
I strongly request authority to recognize the brave act and do the necessary action to encourage the youths to be the soldier of our society and protector of human beings.
The brave act of Ashok Rang, Bharat Rang, Lohit Sangno and Takhyang Blange is really praise worthy. Life saver is always greater than anything else. Only searching for the dead bodies after incident and claiming it to be greatest deeds is not a very great effort worthy of recognition.

Really irritating

It was very disappointing and irritating to see the mix up where you have written West Kameng instead of West Siang in the news item "Tuki showers with development" in your edition of 21st December.
Though it was a simple error but the fact that people working as journalists in Arunachal Pradesh do not know the names of districts is really irritating. Hope you take care in future.

The enemy of people
Dear Editor,
Apart from fear of cross border and militant attack, earthquakes, there is rising fear in the minds of people about fire as it is becoming most dangerous enemy for us. Instances of fire accidents have become a daily routine.
On the other hand, we get to read many awareness campaigns in the state organized on various issues but we never get to read news about awareness campaign to prevent fire accidents in the state.
I appeal the Govt, NGO, Students’ Organization and others to conduct awareness campaign on prevention of fire accidents in the different corners of the state.
Lastly, I appeal the government to set up fire stations in every town of the state with requisite number of fire tenders. Also proper evaluation should be done before paying relief funds as some not so genuine cases are also seen.

Hike petrol prices
Dear Editor,
What do you see in the main capital road during evenings? Heavy traffic jams.
So I request the state government to increase the petrol price as it may serve as a motivation for common people to walk. Not that I find it hard to drive in heavy traffic. It is just that it wastes a hell lot of time. Or else widening the roads is not a bad idea.

It is a very pleasant news that the Lok Sabha has passed the bill for rectification of spelling to Galo which was an outstanding demand of the Galo tribe. The state government, GWS and the Centre deserve appreciation for this landmark amendment of the Indian Constitution.
This event once again emphasises the need for exercising utmost care in spelling of communities or persons. The names of places, persons or relevant matters should always be written as per wishes and tradition of the owners.
