Union memo to CM

ITANAGAR, Dec 22:   In its representation to the state Chief Minister today, All Arunachal Border Students Union appealed to the state government to issue land possession certificates to people settling along interstate boundary for free of cost.

The association further demanded the government to erect police check-posts at Taraso and Kakoi circles of Papum Pare and Pumao circle in Longding district to check the rising law and order problems. It further sought deployment of security force at Wakka and Pongchau of Longding district and Laju in Tirap.

 

UAEA to stage peaceful dharna

ITANAGAR, Dec22:  In view of the authority’s failure to respond to the demands of the Association, including  re-conduction of the Assistant Engineer (civil) examination, the Unemployed Arunachalee Engineers’ Association (UAEA) has decided to stage a peaceful dharna at Raj Bhawan road on 27 December next.

The union on December 16 last submitted a memorandum to Arunachal Pradesh Public Service Commission and gave the Commission 5 days to respond to its various demands.

 

Org threatens to intensify agitation

ITANAGAR, Dec22: Reiterating its demands on Pradeep Thakur and ToI issue, Nyishi Youth Welfare Association (NYWA) today threatened to intensify its agitation in seeking a logical solution to the vexed issue, if the present government fails to find a solution.

In a release, the association informed that NYWA is ready to go ahead with series of Capital bandh, if its demands are not met.

 

Govt staff resents nonpayment

ITANAGAR, Dec 22:   All Arunachal Pradesh Workers Union (APWU) alleged that the PHE department is not releasing salaries of its workers since the last couple of months.

It claimed workers are burdened with debts as they are unable to pay house rent, school fees of children. Claiming that the workers are living without a penny ahead of the Christmas and New Year, the union appealed to the department to release salary as soon as possible.

Meanwhile contingency staff of Namdapha Tiger Reserve in Miao Sub Division of Changlang district demanded release of its wages at the earliest.  It claimed that workers have been without salary, arrear and bonus since last October.

ITANAGAR, Dec 22: Arunachal Adventure Sports and Tourism Club would organize a one-day career counseling cum guidance programme for the students of Nyishi community of Class X and Class XII  at Nikum Nyia Hall, Nirjuli on December  27.

 

Initiate step to stop eviction drive

ITANAGAR, Dec 22: The Bharatiya Janata Yuva Morcha, Arunachal Pradesh criticized the state government for showing negligence to resolve the Arunachal-Assam boundary problems.

“For the last many years Assam forest department has been carrying out eviction drive in various boundary areas and had damaged residence and other properties of Arunachal citizens. But, the state government did not take any initiative to solve the boundary dispute, the Morcha alleged.

The non-responsive attitude of the state government towards the recent eviction drive carried out  in Taraso area by Assam forest officials clearly showed its lack of interest in solving the issue, the Morcha said and urged the state government to take the matter seriously and initiate immediate step to stop further harassment of Arunachal citizens by Assam Forest Department in the name of eviction drive in any parts of Assam-Arunachal boundary in near future.

 

AIMC Convention on Tribal Women

ITANAGAR: A team of Arunachal Mahila Congress Committee led by its president Yari Dolum attended the national convention on tribal women at New Delhi which was organized by All India Mahila Congress (AIMC) on  December 16 last.

In a release, it disclosed that AICC general secretary Rahul Gandhi has accepted the invitation to come to Arunachal Pradesh on International Women Day.

 

Fire claims one

ITANAGAR: Fire incident at upper Damsite area of Naharlagun last night claimed the life of one person namely Nabam Sara. The fire broke out around 8.30 pm.

The officials of Naharlagun police station while talking to this daily confirmed the incident.

Meanwhile,Upper Damsite (West) Welfare Committee,  in a release, urged the district administration to provide necessary compensation to family of late Nabam Sara.

He is survived by his wife, two daughters and as many sons and an ageing mother. The committee has appealed to the general public to come forward and support the family in rebuilding their house.

They also informed that local MLA Techi Kaso today visited the incident site and assured all help to the victims. He also provided essentials items to the victims from his side.

 

State level sports meet under PYKKA

ITANAGAR: The state level rural sports meet under Panchayat Krida aur Khel Abhiyan (PYKKA) would be organized from January 10 to 14, 2012.

Over 1500 athletes from 16 districts would compete in  athletics, archery, badminton, football, kabaddi, kho kho, table tennis and handball during the 5-day event aims at  exposing  the rural sports talents, according to a release issued by the director of sports and youth affairs.

 

Contractors against sale of raw cane

ITANAGAR, Dec 22: All Arunachal Pradesh Cane Contractor Association, in a letter to Parliamentary Secretary for Forest and Environment complained against sale of raw cane outside Arunachal Pradesh.

The letter said that the transit pass (TP) challan issued for cane is valid within the state of Arunachal Pradesh only. But it has been found that many trucks loaded with canes extracted from East, West and Upper Siang districts of Arunachal Pradesh are being off-loaded near the Military Engineering Service camp, Dhemaji for further transportation to Kolkota.

The association alleged that raw canes are being exported to other state despite cabinet decision in 2005 and Forest Department order of 2007 banning sale of cane outside the state.

The Kolkota based contractors engage sub-contractor from Likabali and Silapathar to manage the raw cane from Arunachal Pradesh. This unhealthy practice has directly affected the local entrepreneurs as well as cane industries of the state, it said.

The association appealed to the parliamentary secretary to put a blanket ban on illegal transportation of raw cane to outside the state without valid permit and to instruct proper direction to the subordinate officers of forest and environment regarding the matter.

 

KV Tezu celebrates annual day

TEZU, Dec 22: Kendriya Vidyalaya Tezu celebrated its annual school day on December 20 last in befitting manner.

Attending the celebration, Lohit deputy commissioner R.K. ITANAGAR, Dec 22:   A 42 days skill development training programme on tailoring and handloom weaving was organized by Manghi Welfare Society at Nyapin in Kurung Kumey district recently. Attending the programme N Anbalagan said that the skills gained in the training would make the trainees self-reliant.

 

AAPSU meet CM

ITANAGAR, Dec 22: Members of AAPSU today met Chief Minister Nabam Tuki and  drew his attention towards various memorandums submitted by AAPSU.

While reminding the new CM of all the past demands, AAPSU urged him to concentrate specially on education, health, border issue, Chakma-Hajong issue etc.

Education Minister Bosiram Siram, who was also present in the meeting told AAPSU team that department has released first phase of stipend for students while responding to 20 days AAPSU ultimatum. And process is going on to streamline the stipend soon.  

 

Abducted man rescued by Army, APP

ITANAGAR, Dec 22: Army and Police (APP) rescued a persons from kidnappers in Wakro, Namsai yesterday.

Khoye Ngadong of Tilangkyong village of Wakro circle under Namsai Sub-Division, who was reportedly abducted by a group of miscreants from his home on December 20 was rescued by a joint operation team comprising troops from 26 Maratha Light Infantry and APP from Lakatyat Hka Nala in Manabhum Reserve Forest yesterday.

Meanwhile, local Chow Tewa Mein,  Lohit deputy commissioner and superintendent of police visited the incident site after the person was rescued.  They appreciated the efforts of the joint team of Army and Arunachal Pradesh Police in rescuing the victim from the kidnappers.

 

Deadline set for regularization

ITANAGAR, Dec22:  Demanding regularization of contractual employees working in ongoing Kameng Hydro Electricity Project (KaHEP) and Pare Hydro Electricity Project (PaHEP) being executed by NEEPCO, Arunachal Pradesh Tribal Job Contract Employee Union (APTJCEU) NEEPCO Ltd today set December 31 as a deadline to fulfill its by the authority.

The Union stated that if the company fails to fulfill its demands, the company would face agitation from its employees.

It claimed that despite repeated written and verbal assurance from power developer to regularize the contractual jobs, authorities failed to act on it.

Union further said that more than 90 people have been working in the company since last six years on a salary of Rs 4400 per month.

 

Community training held

ITANAGAR, Dec 22:  SSA District Mission, Kurung Kumey District organized a three days community training cum workshop on school management committee and head teachers of the various schools of Palin and Chambang blocks recently at Palin.

Addressing the participants, DPO, SSA Biri Tach highlighted the importance of SMC and involvement of local authority in school management. He advised the SSA teachers to put their best efforts to provide better education to the students of the area.

SSA coordinators Rigio Tapi, Toku Tachung and Langbia Rima attended the programme as resource persons.

Among others ADEO Khyoda Tangum, BRCC Palin Tassar Bapu also spoke on the occasion.

The second phase of the programme will be organized at other blocks in January next.

Altogether, 150 Chairpersons, member secretary and representatives of each SMC attended the programme.

ITANAGAR, Dec 22: The federal units of All Papum Pare District Students’ Union namely All Mengio Students’ Union, All Kimin Students’ Union, All Papum Poma Students’ Unions, Capital Students’ Union and Doimukh Students’ Union conducted a joint meeting at Naharlagun on December 17.

ITANAGAR, Dec 22: The Yangte circle administration, through an executive order, has prohibited hunting and fishing within the Yangte circle to protect flora and fauna and violators will be punished under Wildlife Protection Act 1972.

Citizens on roads demanding peace and security in Changlang

NAMPONG, Dec 22: In protest against the fractional fight between the NSCN (K) and NSCN (IM), villagers, youths and students of Nampong, Jairampur and Rima-Putok circles took out a peace rally here, today demanding the leadership of both the fractions of NSCN to stop exchanging fires at public places.

On December 13, an extensive cross-firing between the traditional rivals at Tengpum village some 40 Km away from Nampong, has left the livestock, granary and the house of Tanglu Mossang completely destroyed. Last year in a likewise incident at Putok village, a woman died and several others were seriously injured by stray bullets.

Speaking on the sideline of the peace rally, Nampong ZPM Khingra Nong Tikhak said that “the locals are the ultimate victims of such unfortunate incidents and it is our silence that has encouraged the continuation of such precarious incidents”.

“We can't live in fear. Such incident has to end”, he added.

This peace rally is the reflection of our suffering and pains. It is to say that we need peace and development, not bullet and oppressions. He also lamented about the security lapses in the region and requested the administration to initiate steps to secure the villages and restore the confidence of the public.

We have been hurt by the reckless attitude of our state government and both the faction of NSCN, lamented former ZPM Izmir Tikhak. Extortion and the rivalry of both the faction has restrained the dawning of developments and the security lapses have prolonged the suffering of the region.

We are protesting so that no people are killed and properties are destroyed by the stray bullets. We want extortion and violence to be replaced by peace, progress and security, he added.

The motive behind the collective protest is to avoid further collateral damages, informed one of prominent public leaders Aboo Kimsing. Such incident shouldn’t transpire in the future because ultimately the villagers are the victim, he added.

 Public leader Tosam mossang, GB Longka and GB Tengpum Warainong Mossang also spoke on the occasion pleading both the security forces and the NSCN to spare the villages of physical and mental trauma.

They said that villagers are innocent most of the time as it’s the fear of the gun that coerces them to do as they are told. They highlighted that the peace rally wasn’t against anyone but just to register protest regarding the deprivation of peace and security in the region.

A Two Point Memorandum supplicating compensation for the affected family and securing the affected habitation was submitted to the SDO Nampong.

Rs 14,310 was donated to Tanglu Mossang as an act of support and solidarity by the people who attended the rally.

 

Tuki asks Indian Army to expand its horizons and reach rural Arunachal

ITANAGAR, Dec 22: Chief Minister Nabam Tuki today urged the Indian Army to expand its horizons and reach to the rural people, particularly those in border areas, through its social welfare activities in line with the Army’s in-practice Operation Sadbhavana.

“Along with its plans to expand army bases and manpower in Arunachal Pradesh, the Army should also expand its people friendly activities and earn respect and confidence of the people. This will also ease the burden on the Government,” Tuki said when Lt Gen Shakti Gurung, GOC, 4 Corp from Tezpur, called on him at his office here this morning.

The interaction was also joined by Chief Secretary Tabom Bam, Home Commissioner T Taloh, IGP (Law & Order) T Lama and DIGP (Hq) D C Srivastav. Tuki also emphasized on the Army’s role to offer training courses to unemployed youths to facilitate gainful employment besides making them fit to successfully get recruited in Army as and when any recruitment is conducted.

Lt Gen Gurung assured the Chief Minister that the 4 Corp under him, which covers Kameng Sector in the state, is keen to lend its helping hands to the people in far-flung areas. He said Operation Sadbhavana, specifically meant for civilian welfare activities, is already in-practice in Assam. The same would be extended to Arunachal Pradesh, probably under a different nomenclature that would equip and facilitate the Army to extensively undertake activities for welfare of the people, the Lt Gen informed.

Tuki also expressed concerns over the poor maintenance and slow progress of roads by the BRO and urged the GOC to impress upon the Organization to expedite the progress from the Army side. He went on to suggest that if the BRO is finding it difficult to continue the work, the same can be handed over to reputed Public Sector Undertakings.

The GOC admitted the slow progress of work and assured that Army is in constant touch with the BRO through proper channels to insist speedy and quality progress of all the strategic roads. He, however, said that due to delay in environment and wildlife clearances several road projects are delayed. In response, the Chief Minister assured clearance from respective ministries but said that works should not be stalled only for the want of these.

The Chief Minister also requested for early raising of the 2nd battalion of Arunachal Scouts, which the GOC said is under process.

He also informed that while the 1st Arunachal Scouts is under 3 Corps of the Army, the 2nd battalion will be under the 4 Corp. He urged the state government to allot a suitable land, if possible in Tawang area, for raising the battalion.

To the request for establishment of a Sainik School in the state, the GOC said the Army would be more than pleased to do so, provided the state government can successfully impress upon the Centre for it and complete the required formalities. To another request for establishment of a Military Hospital-cum-Medical College in vicinity of the state capital, the Army top brass assured to take up the proposal with concerned Army authorities.

Pointing out the increasing NDFB activities, particularly in Doimara and Seijosa area of Kameng region, due to withdrawal of an Army base at Kamengbari, the GOC said that it was a temporary step and the Army would reopen its base there.

 

Tribal MPs, minister demand reservation in Delhi Government jobs

New Delhi, Dec 22: Cutting across party lines tribal Members of Parliament joined hands to demand reservation for their community in Delhi Government jobs, and urged the Union Government to undertake a speedy redressal of their problems.

The MPs and tribal officers from across India had gathered under the banner of the All India Forum of Tribal MPs (AIFSTMP) and the Forum of Tribal Officers (FOTO).

“Tribes live in far flung inaccessible areas of the country in harmony with nature, but in deprivation and poverty. We tribals face certain problem in Delhi and elsewhere,” said Takam Sanjoy, Member of Parliament and Convenor of AIFSTMP.

“The tribal community has a very prominent role in the making of this country, but still we remain isolated, less developed and have suffered economically, socially and politically,” he added. The Delhi Government has denied reservation to Scheduled Tribes in government departments or civic bodies citing a court order that says that tribes need to be notified in the state by the President for their members to be eligible.

Sanjoy urged Tribal Affairs and Panchayati Raj Minister V Kishore Chandra Deo to look into the matter so that tribals coming to Delhi from different parts of the country don’t have to suffer such discrimination.

Taking the demand of reservation a step further, Union Minister of State for Finance Namo Narain Meena said: “ Delhi belongs to all. Going as per the wishes of Jawaharlal Nehru and Indiraji, reservation should be given to tribals in Delhi Government jobs.”

He also assured that along with all tribal ministers in the Union Cabinet he would meet the Prime Minister and convince him to bring changes in the Delhi Government’s reservation policy.

Kishore Chandra Deo, who was felicitated for taking over as Tribal Affairs and Panchayati Raj Minister late on Tuesday evening, assured that he would do his best to resolve pending tribal community problems.

He said that the two major problems faced by tribals in terms of rehabilitation were that of land mining and minerals, and assured that after the implementation of the Forest Act, the situation of community will improve and their interests would be protected.

More than 25 tribal MPs and ministers from the community gathered to felicitate Deo and to press for their rightful place in the national capital.

 

Volunteers from 25 villages repair road

KHARSANG, Dec 22: The 14 Km stretch of the Miao - Jagun (Assam) highway, starting from Namchick to Namphai in Kharsang circle that was in the worst physical shape got a major facelift through the three day long social service conducted by Tangsa Youth Association (TYA).

In all, 25 villages of Miao Sub Division came together under the banner of TYA, and repaired the entire 14 Km stretch.

Due to non maintenance of the road by the department concerned, huge pits came up over the years that were inflicting great difficulties and danger for the transiting traffics.

TYA led by its president Chimjong Haidley filled all the risky ditches with boulders, sandsingles and earth as well as leveled the uneven portions.

The social service made the highway less risky and much comfortable for the commuters.

 

Education department need a New Year resolution

ITANAGAR, Dec 22: Students are often considered to be the future citizen of country. In order to give proper facilities to the students in recent year, central government introduced RTE Act while Arunachal government introduced its own education bill.  Despite so much of hype around these bills, nothing seems to be improving at ground level.

While education minister often talks so much about education bill but he seems to have no time to visit government schools to get firsthand experience. Most of the officers from education department including commissioner, secretary, director of elementary education, director of secondary education are mostly stationed in capital Itanagar and hardly visit interior areas to inspect the condition of schools.

Just 20 kilometres away from capital complex, a government middle school at Bassarnallah is lying in dilapidated condition. The school is one of the victims of lackadaisical attitude of education department officials. Though it was established in the year 1970, the infrastructure development has not taken place.

While talking to this reporter one student of school told, “The condition of school is very bad. The hostels and classrooms look more like cow-shed. There is no proper teacher quarters too. Sometimes we feel like our school is worse than even that of cow-shed.”

Further he added, “We don’t have single junior teacher in our school. The school is being run by 5 assistant teachers. The government is playing with future of hundreds of students.”

It is shocking to see such poor condition of government middle school which is hardly few km away from capital. Again and again, the citizens of this state are being forced to wonder what will be the condition of schools in interior Arunachal if schools around capital complex are in such condition. The education department should adopt a New Year resolution to visit all government funded schools in the year 2012 to get real picture.

 

Army downplays intrusion ‘rumour’

ITANAGAR, Dec 22: GOC, 4 Corp Lt Gen Shakti Gurung has said that everything is normal along the borders. He said this during a meeting with the Chief Minister  Nabam Tuki who expressed concern over the report of Chinese troops damaging a ‘wall’ constructed by the Indian Army in Tawang area.

Gurung said that it was not a major issue as the area is disputed with regard to Chinese claims over it. Besides, he informed, the wall was a temporary structure of loosely placed stones stacked by the Indian Army to protect themselves from harsh winds during patrolling and to prevent cattle from wandering into Chinese territory.

“The same has been re-erected and is an old issue now. This occurred in July last,” Lt Gen Gurung said.

DIPRO adds from Tawang: Indian Army has downplayed the rumour about Chinese troops’ intrusion in  Tawang.

Reacting to some media reports alleging Chinese troop intrusion in Tawang sector, Brigadier 190 Mountain Brigade Sudhakarjee said that there has been no such incident reported so far in the international border at Tawang district.

Tawang deputy commissioner Kemo Lollen said that the footage being shown  in some TV Channels of North East are baseless and do not conform to fact.

“This kind of unfounded news item may create panic and apprehension among people; he said and asked media not to flash such news item without proper verification”.

 

Protestors to allow transport of essential items

ITANAGAR, Dec 22: The sponsors of the on-going indefinite economic blockade in Lakhimpur against NHPC dam at Gerukamukh, have reportedly assured the students delegation of the three districts from Siang valley to exempt the trucks carrying essential commodities and fuel meant for the districts from purview of the blockade.

“The trucks carrying essential items and fuel tankers meant for East Siang, West Siang and Upper Siang districts would be allowed to move from December 23,” said Krishak Mukti Sangram Samiti leader Akhil Gogoi.

Gogoi gave this assurance to the students delegation while responding to the request made by the latter for lifting the blockade at Lakhimpur this evening, said All Arunachal Pradesh Students’ Union spokesperson Tobom Dai, who led the students delegation to meet the leaders of the sponsors of the blockade.

However, the indefinite blockade against NHPC’s Subansiri Lower Hydel Project would be continued, they said.

Dai, accompanied by office bearers of the district students unions of East, West and Upper Siang  also met Takam Mishing Porin Kebang general secretary Indra Sungkurang, Asom Jatiyatabadi Yuva Chatra Parishad Lakhimpur unit president and AASU district unit leaders at Nowboicha, Lakhimpur and urged them to lift the blockade considering the hardship faced by the people of the three districts of Arunachal Pradesh due to the blockade.

The team also met Lakhimpur deputy commissioner and apprised him of the problems faced by the people of the three districts, Dai said.

He also informed that the All Assam Students’ Union (AASU) central executive body has been invited to Lakhimpur to discuss all the burning issues with Assam.

Meanwhile, Dai flayed the State Government for being silent on the serious issue.

“The blockade will enter its 8th day tomorrow. But the state government did not take any initiative to resolve the crisis with its Assam counterpart,” he said and demanded for resolving all pending issues with Assam immediately, including the present crisis.  DIPRO adds from Aalo: Concerned over shortage of essential commodities in West Siang due to indefinite economic blockade launched by some organizations in Lakhimpur district, Assam, the Bazar secretaries of Aalo and Basar township in an emergency meeting today appealed to the Kishan Mukti Sangram Samiti and All Assam Students’ Union to allow the trucks and fuel tankers meant for the district for supply of essential commodities at the earliest.

Taking serious note of the situation, West Siang deputy commissioner Amjad Tak appealed to the people of the district to maintain calm. He assured that the district administration would do all the needful for normalizing the situation.

Scarcity of fuel and other essential commodities hit the people of West Siang hard for the last couple of days due to the economic blockade.

 

Governor discusses aviation scenario with Centre

ITANAGAR, Dec 22: Arunachal Pradesh Governor General (Retd) J J Singh met the Union Minister for Civil Aviation Ajit Singh at New Delhi today and discussed the overall aviation scenario in the Frontier State and aviation related projects coming up in different parts of Arunachal Pradesh.

The Governor informed the Union Minister that improving air connectivity in the State is one of the prime issues that the State Government has been taking up with Government of India time and again.

This is an important component of the Prime Minister’s package and the people of the State are eagerly looking forward to their first flight and first airport. However, there has been a considerable delay in the sanctioning of the ‘Greenfield Airport for Itanagar’ by the Ministry of Civil Aviation.

Providing the details on the progress of Greenfield Airport, the Governor requested him to take steps for early sanctioning of the project as it is a prestigious project of PM package.

The Governor also requested the Civil Aviation minister for necessary clearance for Short Take Off and Landing Aircrafts in the State Capital till the airport comes up.  He suggested that the Naharlagun helipad can be extended for the purpose.

Concerned about Air passengers, the Governor stressed on regular flight to Lilabari with favorable timing so that the passengers from Arunachal Pradesh can have direct connecting flights from National Capital.

It may be mentioned here that with the active persuasion of the State Government and Raj Bhavan, the Airports Authority of India has prepared the DPR for the Greenfield Airport at Itanagar. The Airports Authority of India has started developmental activities for Tezu airport and the entire land has already been handed over to them. Action is being taken by Airports Authority of India for operationalization of existing non-operational airstrips at Daporijo and a few other locations. Advanced Landing Grounds at Mechuka, Tuting and Walong have already been handed over to Ministry of Defence for upgradation. DC inspects rehabilitation & resettlement villages

BOMDILA, Dec 22: The long standing demand for rehabilitation & resettlement by the project affected people of Bichum and Yayang seems to be bearing fruit and seeing the light of the day. The 600 MW NEEPCO project at Bichum in the district has, after years taken up the rehabilitation and resettlement of the said two villages in all earnest.

In order to personally have a look at the resettlement schemes and the other measures being taken up, the deputy commissioner Rinchin Tashi visited the resettlement sites located at a distance of 85 kms from the district headquarters Bomdila. Making a thorough inspection of the resettlement and rehabilitation of Bichum village, he expressed his satisfaction over the progress of the work.  But at Yayang, he asked the HOP NEEPCO to expedite the rehabilitation and resettlement works as it was way behind the schedule. Interacting with the locals of Yayang village, DC Tashi impressed upon them the benefits of hydro projects and urged not to hamper the progress of the work, which is so vital for the development of the district and the state. With the coming of the projects, a lot has changed and the developments are there to see including employment for local youths, he said.

Advising the locals to reap the benefits from the power projects but within and under the legal framework, the DC opined that the two rehabilitation and resettlement projects being taken up by NEEPCO would be the best in the whole of the North East.

Later, the DC accompanied by the HOP NEEPCO, ADC Singchung, district officers, Executive Engineers of HPD  and representatives of other engineering wings visited the 2.5 kms long tunnel of the project. DIPRO

 

Eco-tourism generates income & promotes conservation in Apatani Plateau

ITANAGAR, Dec 22: The beautiful landscape of Apatani Plateau is one of the most ideal sites for eco-tourism in Arunachal Pradesh. The fine cool climate, well conserved community forests, cluster of old villages, rich social and cultural heritage of the Apatani community and proximity to Talle Valley Wildlife Sanctuary provide the right ingredients for community based eco-tourism and  conservation.

To tap the eco-tourism potential of beautiful Apatani plateau, Future Generations Arunachal (FGA) started community based eco-tourism with the support of Ashoka Trust for Research in Ecology and the Environment (ATREE) in 2010.

The aim of the project is to promote responsible tourism so that it contributes to the preservation of tribal culture and conservation of the valuable pristine environment.  One of the main components of the project was to diversify livelihood options by promoting home-stay in the Apatani villages.  The idea was to bring the benefit of tourism directly to the community level and to give the tourists a unique experience of the Apatani eco- cultural landscape and true flavor of the way of life of the Apatanis.

FGA began the project by imparting various trainings on eco-tourism and benefits of home-stay facility. The training curriculum ranged from nature guide, trek development, packaging of local cuisine to marketing and networking with different stakeholders.

Later, six members were taken for an exposure tour to Sikkim to see the practices and mechanism of home-stay there.  Soon after, two home-stay units were started in Siro village by Hibu Tatu and Punyo Chada.  Now more home-stay units have been started in Tajang, Hija and Hong villages also. Home-stay units are now receiving tourist and hosted many guests from overseas also.

Further, to oversee the whole initiative of eco-tourism, FGA supported in formation of an apex community based institution called Ngunu Ziro. Now, the home-stay and allied activities are overseen and coordinated by Ngunu Ziro. It networks with tour operators, government agencies, expert organizations et al for promotion of the home-stay units.

To maintain equity in the flow of benefits of the home-stay initiative, Ngunu Ziro maintains a roster for allocation of visitors to the home-stay units. This ensures that there is cooperation rather than competition among the home-stay units.

The multiplier effect of the home-stay initiative also flows to the other community members. The local women of the villages have been organized into Self Help Groups (SHGs). These groups are encouraged and supported to take up various activities like weaving, fish farming and kitchen garden.

Food items such as vegetable, rice, fruit, meat, fish handicrafts are provided by the SHGs to the home-stay units. Not only that, cultural programme such as folk dance and songs are presented by the local artists and village women. The local youth are employed as nature guide or tour guide for trekking and sightseeing thereby providing meaningful employment to them.

The eco-tourism project of FGA has remarkably increased the sense of ownership of the local community members in protecting and conserving pristine local environment of the Apatani Plateau. They are increasingly realizing that development and conservation is not mutually exclusive.

Nalong Mize, Executive Director, FGA, feels that this model of home-stay initiative can be replicated even in other parts of Arunachal Pradesh with the support and partnership of Central and State Government.

This will not only bring the benefits of tourism directly to the community level but will also lead to a more sustainable economic development for Arunachal Pradesh.

 

CE inspects Parsi Parlo road

KOLORIANG, Dec 22: PWD chief engineer (CZ) Er. Kuru Sera visited Parsi-Parlo to take firsthand knowledge of the ongoing road construction from Kurung bridge point to Damin via Parsi-Parlo.

The CE accompanied by host of departmental engineers and officers, panchayat leaders, GBs traveled the entire stretch of the road upto Parsi river.

Expressing satisfaction over the construction of the road, the CE said that the bailey bridge being constructed over the river would be completed soon.  He urged the contractors to liaise with the departmental engineers to maintain quality in soling, metalling, and carpeting the road.

Replying to a memorandum submitted by ASM chairperson for early release of payment for soiling work, the Chief Engineer informed that payment would be released immediately after getting the central govt clearance.

Regarding demand for bridge over Parlo river, inspection bungalow (IB) and need for township road, he apprised that time for preparing AOP has already been lapsed. He however, assured that he will try to incorporate the demands on priority basis during next financial year.

Meanwhile, the CE directed the concern site engineers to again undertake survey work regarding feasibility of proposed approach road to township which is passing through the middle of Govt. Secondary School. He advocated for broadening of the already congested road of the township area and requested all concerned to carry out the work in greater public interest. DIPRO

No time to experiment

This is in response to Syed Ali Mujtaba's article "India grapples with slut walk" published on December 21 edition.

Dacoity do indeed takes place even if the doors are properly locked, but chances of burglary increases infinite times if the doors are kept ajar at night. Similarly women do get molested or raped even if fully clothed, but display of skin make the women much more vulnerable as it attract the attention of brutes to a significant extent.

Though it is highly unfortunate that "enlightened" women are increasingly thinking that shedding of clothes is the gateway to "modernity" and are getting "inspired" by that philistine Bollywood and fashion magazines; still it is their own democratic choice. Only women will determine what they should wear, no one else. But the fairer sex should keep it in mind that we live in a country where not rule of law, but "might is right" is the order of the day. Scores and scores of innocent women are yet to get justice despite molested or raped, leading them to the path of depression or suicide.

So, what is the need of inviting danger by sporting "bold" attire? When rule of law gets firmly established in the Indian soil forcing the lumpens to think twice before misbehaving with women, can the fairer sex try to experiment with their clothes.

Recognise the soldiers of our society

This is regarding the news item “Brave youth miss chance due to administrative goof up’ published in your esteemed daily and follow up writings by many people.

Here I would like to thank Amar Sangno for his moral support to the brave youths because I am one of such victims of bureaucracy and irresponsible attitude.

During 1998-99 a truck bearing registration No. ARU-455 met with an accident and fell down 300 below the road near swollen river Ranga (Panyor) 9 KM (India Gate) from Kimin towards Ziro. I happened to be passing by while on way to Itanagar and saw a truck turned upside down and one person waving for help. Unfortunately, the area was not accessible. The situation was really horrible and I volunteered to go down using a rope. By then all govt. officials and police from Kimin reached the spot but none wanted to risk their lives to help those people trapped.

With the help of some ropes from GREF and under the supervision of the EAC, Kimin I descended from the nearest point which was still not less than 100 mtrs and saved two lives with serious injuries and recovered three dead bodies. That was around 9 am. I tried my best to keep them alive by giving them water dug out from beneath the sand as river was swollen and muddy. And few good Samaritans threw bread and jute sacks to protect us from sun and to lift the dead.

An hour later another person joined me in lifting the dead and injured.

At around 1 pm, Assam Rifles came with trained mountaineering personnel and with all equipments that helped us in the rescue operation. By the time we finished the operation, it was 4 pm. I sustained bruises all over my body and my clothes were soaked in blood of the dead and injured.            

The matter did not finish here. What I want to share is that I almost forgot the incident as it was humanitarian service. But after a year I read in the Arunachal Times that the Assam Rifles Personnel received Prime Minister’s Gold medal at Chennai for their effort in rescue operation. After I read the news I approached the EAC as I was the one who had started the rescue effort. The answer was that, Assam Rifles are army personnel with their own system and source. But I asked him whether an untrained or tribal boy is not eligible to get Prime Minister gold medal?

Then after a year or two, to save their face they recommended my name and I was awarded Silver Medal for meritorious service on 26th January 2001 by the than Governor of Arunachal Arvind Dave.

The concern authority irresponsibly tackles emergency situation but then little deeds are highly exaggerated so that medals and recognition come their way.

I strongly request authority to recognize the brave act and do the necessary action to encourage the youths to be the soldier of our society and protector of human beings.

The brave act of Ashok Rang, Bharat Rang, Lohit Sangno and Takhyang Blange is really praise worthy. Life saver is always greater than anything else. Only searching for the dead bodies after incident and claiming it to be greatest deeds is not a very great effort worthy of recognition.

What happened to the posts?

What happened to SSA advertisement which was published one year ago in your daily on 9th December 2010 for the post of Resource Persons, MIS Coordinator, Data entry operator, Accountant, Art, Physical and Health education and others?

In this regard I want to know why the concern authorities are taking so long to conduct the interview.

I request Education Minister Bosiram Siram to kindly look into this matter for the sake of unemployed candidates.

Really irritating

Dear Editor,

It was very disappointing and irritating to see the mix up where you have written West Kameng instead of West Siang in the news item "Tuki showers with development" in your edition of 21st December.

Though it was a simple error but the fact that people working as journalists in Arunachal Pradesh  do not know the names of districts is really irritating. Hope you take care in future.

The enemy of people

Dear Editor,

Apart from fear of cross border and militant attack, earthquakes, there is rising fear in the minds of people about fire as it is becoming most dangerous enemy for us. Instances of fire accidents have become a daily routine.

On the other hand, we get to read many awareness campaigns in the state organized on various issues but we never get to read news about awareness campaign to prevent fire accidents in the state.

I appeal the Govt, NGO, Students’ Organization and others to conduct awareness campaign on prevention of fire accidents in the different corners of the state.

Lastly, I appeal the government to set up fire stations in every town of the state with requisite number of fire tenders. Also proper evaluation should be done before paying relief funds as some not so genuine cases are also seen.

Follow the rules

Dear Editor,

I am one of the aspiring candidates for in-service medical post graduation exams of the government of Arunachal.

Through your paper, I would like to request the concerned authority and selection committee/board of in-service medical PG exam to maintain seniority as well as selection guidelines. Aspiring candidate must be in regular service, he/she must have completed five years of regular service, contractual period should not be counted, minimum three years of rural service and two years of urban service is mandatory.

While selecting, the criteria should be strictly followed, so that unnecessary legal problems is not invited as happened in the past.

Hike petrol prices

Dear Editor,

What do you see in the main capital road during evenings? Heavy traffic jams.

So I request the state government to increase the petrol price as it may serve as a motivation for common people to walk. Not that I find it hard to drive in heavy traffic. It is just that it wastes a hell lot of time. Or else widening the roads is not a bad idea.

It is a very pleasant news that the Lok Sabha has passed the bill for rectification of spelling to Galo which was an outstanding demand of the Galo tribe. The state government, GWS and the Centre deserve appreciation for this landmark amendment of the Indian Constitution.

This event once again  emphasises the need for exercising utmost care in spelling of communities or persons. The names of places, persons or relevant matters should always be written as per wishes and tradition of the owners.

Nutrition and mortality

 

Policy brief Zero child hunger: breaking the cycle of malnutrition have showed that increased household income and better diets improve children’s nutritional status.

The evidence shows that nutrition-focused agricultural interventions are short term and cannot address the root causes of malnutrition like chronic poverty and maternal health. While such interventions may increase income from one source, they can also result in reduced income from other sources which may mean no change in overall buying power.

Agricultural interventions to tackle malnutrition are not reaching the poorest and those most at risk to chronic hunger such as orphans and other vulnerable children.  Many development agencies believe that fortifying foods with vitamins and minerals is a cost- and time-effective way to tackle malnutrition, but more studies showing positive impact are needed for justifying further investment in such programmes.

Six million children die of hunger every year. Over 40% of children under five in countries such as Bangladesh, Ethiopia, India, Nepal and Niger are stunted. Children that do survive are more likely to have heart disease, diabetes and renal damage.
